The MIC is pleased to announce of the increase in its membership
over the last two decades. The total registered members of MIC were accounting
to 205,353 in the year 1984 and this grew to a current figure of 604,162.
Meanwhile, the number of grassroots branches has now reached 4,790 all over the
nation and the increase is by itself 680% relative to the number of branches
formed in 1984 (a total of 702 branches then).
Formation of Branches
Subject to the approval of the Central Working Committee, a new
Branch Congress may be established at such locality as the Divisional Congress
may think appropriate, provided application for the formation of such new
Branch Congress is made in writing to the Divisional Secretary and signed by at
least one hundred persons resident in that locality.
Notwithstanding the foregoing, the Central Working Committee may authorise the
establishment of a new Branch Congress on the application of less than one
hundred persons.
For the purpose of determining a locality, the following factors shall be taken
into consideration:
Whether the locality has an identifiable name and area.
The number of Branch Congresses and the number of registered Indian voters in
such locality.
Every application for the formation of a new Branch Congress shall be tabled at
the next meeting of the Divisional Congress which shall forward its views
thereon to the Central Working Committee within two months of the receipt of
the application.
Applicants for the formation of the new Branch Congress shall send a copy of
their application to the Central Working Committee.
Prior to its decision to recommend the formation of the Branch Congress or
otherwise the Divisional Congress shall enquire into the necessity of forming
such a new Branch Congress.
If no recommendation is made by the Divisional Congress to the Central Working
Committee, the Central Working Committee shall on the recommendation of the
Secretary-General enquire into the necessity of forming a new Branch Congress
and decide thereon, which decision shall be final.
The new Branch Congress shall be established by the Divisional Congress after
the approval of the Central Working Committee and in compliance with any
statutory provision in force at the material time.
The Central Working Committee may in its absolute discretion authorise the
Secretary-General to establish or inaugurate a new Branch Congress at such
locality and in such manner as it may deem fit.
Notwithstanding the provision relating to the formation of a new Branch
Congress, no new Branch Congress shall be established as from the first day of
January of an election year until after the General Assembly, whenever held
during that year, unless otherwise approved by the Central Working Committee.
The Central Working Committee shall have the power to apply for registration,
de-registration or re-registration of a Divisional Congress or Branch Congress.
The membership of a Branch Congress shall not be less than One Hundred or more
than Five Hundred unless otherwise approved by the Central Working Committee.
Membership Qualification
The Branch Congress Committee shall send such number of copies as
may be necessary of the Annual Audited Accounts and the Annual Report to the
Headquarters and the Divisional Congress within fourteen days (14 days) of the
Annual General Meeting.
The Annual Returns of a branch must consist of a true and complete list of
information as follows:-
Form 9 (2 copies).
Name and address or place of business of the branch.
List of principal office bearers and other office bearers of the governing
Committee of the branch.
Minutes of the Annual General Meeting of the branch.
Statement of Receipts and Payments and Balance Sheet for the financial year (3
copies).
Description of any immovable property owned by the branch.
The name and address of any organisation outside Malaysia affiliated to the
branch.
Description of any money or property, any pecuniary benefit or advantage
received by the branch from any person, organisation, authority, government or
agency outside Malaysia (2 copies).
